In the United States,  all state auto insurance  is compulsory in most states. The difference is that all state auto insurance policies and their enforcement processes vary from state to state. Some states, for example, do not require motorists to carry liability insurance. Other states may take another view regarding all state auto insurance policies. For instance in Virginia, residents must pay the state an annual fee per vehicle if they choose not to buy liability insurance.  Penalties for not purchasing auto insurance also vary from state to state. They, most often, involve a substantial fine, suspension of license and as well as possible detention in jail.
