Without an adequate framework of reference it is very difficult to formulate policy and make strategic business decisions. Stats provide a framework that is used to measure business activity and changes in strategy from period to period. Without a framework of reference companies and governments would have a difficult time knowing how well they are tracking their targets. That’s why setting up benchmarks is so important.
